Dr. Carol Saylor is the owner of Carol Saylor and Associates, LLC, a career and leadership coaching organization in Manheim, PA. From 2015 to 2020 she was employed by Pennsylvania Department of Education as the Chief Recovery Officer for the School District of the City of York and currently serves as the interim Chief Recovery Officer in Scranton School District. In addition she is an educational consultant for Public Financial Management (PFM). Previous to that, she served the Manheim Central School District in Lancaster County and the Fairfield Area School District in Adams County as superintendent for thirteen and nine years respectively. Before becoming a superintendent, Dr. Saylor served as a high school and middle school principal and an English teacher in the Shikellamy School District, Sunbury, PA.
Dr. Saylor is past president of the Women’s Caucus of the Pennsylvania Association of School Administrators (PASA) and of PASA. She was PA Superintendent of the Year in 2005 and served on the Governing Board for the American Association of School Administrators (AASA).
Dr. Saylor received her baccalaureate degree from Susquehanna University, Selinsgrove, PA. She has a master’s degree in educational administration from Bucknell University in Lewisburg, PA and a doctorate from Nova Southeastern University, Fort Lauderdale, FL.
